World Bank Admits Jokowi's Infrastructure Report Not Final

Kolom Media. The World Bank raised its voice regarding the report entitled Infrastructure Financing Sector Assessment Program (InfraSAP). The report criticized the infrastructure development of the Joko Widodo (Jokowi) era.

"These articles cite a World Bank report that is currently being finalized in collaboration with the Government of Indonesia. This report is titled InfraSAP," the World Bank wrote in its official statement on Monday.

The report reviews the substantial progress made by Indonesia in building infrastructure in recent years. The report also reviews the various opportunities and instruments available to the authorities to close the gap in infrastructure that has accumulated in several generations.

"The World Bank prepared this report in mid 2017, following an invitation from the government to work together to find a solution to attract more private and commercial funding for infrastructure investment needed to achieve government ambitions to maintain the country's competitiveness and improve the lives of Indonesians," said The World Bank.

InfraSAP is a comprehensive analysis related to various obstacles that can reduce funding for commercial and private infrastructure. This report includes a set of possible policy reforms that can be considered and carried out by Indonesia in the short and medium term.

In the report, the World Bank contains that in closing the infrastructure gap that has accumulated in the last few decades, continuous corrective actions have been needed in several periods. The report also recognizes the progress made by the government and a strong commitment to close the gap.

From various discussions with government ministries and agencies, the World Bank expressed its appreciation for the progress made for coordination between government budgets, BUMNs, and the private sector in funding infrastructure projects.

"We hope that InfraSAP will be a useful input for those in authority in developing the RPJMN 2020-2024," explained the World Bank.

The World Bank claims to have cooperated and discussed with the government parties related to InfraSAP, such as the Ministry of Finance, Bappenas, various Coordinating Ministries, Ministry of BUMN, Ministry of Energy and Mineral Resources, Ministry of PUPR, Ministry of Trade, and Financial Services Authority.

However, the international institution confirmed that the InfraSAP report had not been made public. Although, the high-level discussion of the report was carried out on last December 4, 2018.

Previously, the World Bank had clarified that reports related to infrastructure planning and funding were written in 2014 or before President Jokowi was installed. The report aims to provide an overview of the state of planning, and infrastructure financing at that time.

"(The report) is intended for internal use at the World Bank and is an administrative error when uploaded on one of our sites in June 2018," said World Bank Senior Communications Officer Lestari Boediono.

As such, he called this report unused because it did not cover the substantial reforms that had been carried out since the report was written almost five years ago.
